22일 STK 관계자에 따르면 STK는 이달부터 비상경영 상태에 들어갔다.
현행 국민체육진흥법에 따르면 청소년에게 체육진흥투표권을 판매하거나 환급금을 내줘서는 안 된다는 구매 제한을 어길 시 3년 이하의 징역이나 3천만 원 이하의 벌금에 처하게 돼있다.
한편, 이번 축구토토 매치 14회차 게임은 경기 시작 10분 전인 12월 2일 밤 9시50분까지 구매 가능하며, 경기종료 후 결과가 공식 발표된다. 이번 대상경기는 프로토 승부식100회차(20~23번)로도 참여가 가능하다. 불법 스포츠토토 사이트 운영자를 납치·협박한 혐의로 재판에 넘겨진 40대 남성에게 1심 재판부가 실형을 선고했다.

토토는 수탁사업으로 진행돼왔다. 5년에 한 번씩 국민체육진흥공단 입찰에서 낙찰받은 업체가 운영을 맡았다. 스포츠토토코리아는 2020년 7월~2025년 6월 토토 업무를 진행한다. 스포츠토토코리아는 입찰서류에 수수료율 1.03%를 적어 냈다. 매출의 1.03% 비용으로 사업을 하겠다는 뜻이다. 낙찰받으려면 낮은 요율은 필수적이다. 5조원의 1%는 500억원. 직원 수는 공단 요구에 따라 200명을 유지해야 한다. 임금이 낮고 복지가 부족할 수밖에 없다. 위탁 운영비는 매출액, 시장 상황 등에 따라 재조정할 수 있는 것으로 전해졌다. 코로나19의 영향에 공영화법 통과는 재조정을 검토할 만한 특수 상황이다. 게다가 공단은 입찰마다 점점 낮은 요율을 공고했다. 물가와 인건비는 계속 오르는데 말이다.
프로토 승부식에서 조합 경기 수가 많아 질수록 배당률은 높아지지만, 한 경기만 틀려도 적중에 실패하는 게임 특성상 ‘한 경기 구매’ 방식을 적절히 이용한다면, 스포츠토토의 경험이 없더라도 부담스럽지 않게 게임에 참여할 수 있고, 적중 확률도 더욱 높일 수 있다.

<토토미> 수출 실적은 해를 거듭할수록 늘어나고 있다. 문막농협은 2020년 호주 시드니와 멜버른에 <토토미>를 처음 수출하고 같은 해 미국 로스앤젤레스(LA) 수출도 성공했다. 이듬해엔 미국 대표 온라인마켓 ‘아마존’과 수출 계약을 체결했으며 올해는 세차례에 걸쳐 미주지역 수출을 성사했다. ‘당일 도정·배송, 익일 도착’이란 원칙을 세우고 육묘장 운영, 영농자재 지원 등 <토토미> 명품화에 노력한 성과라는 게 안팎의 평가다.
체육진흥투표권(스포츠토토) 관련 사업에 빨간 불이 켜졌다. 수탁사업자인 스포츠토토코리아의 재정건전성이 날로 악화되며 정상 운영이 힘든 상황에 내몰렸다. 지난 8월 이후 비상 경영을 선포하며 허리띠를 졸라매고 있지만, 코로나19 팬데믹에 이은 물가상승 등으로 경영 환경이 갈수록 열악해져 대응책 마련이 절실한 상황이다.

반면 스포츠토토 발행사업자인 국민체육공단은 6조원가량의 매출을 냈다. 지난해 공단의 매출은 6조3310억원으로 전년도 매출인 5조3470억 대비 18.4% 증가했다. 이 중 스포츠토토 발매사업으로 발생한 수익은 5조6195억원으로 전체 수익의 88.8%를 차지했다.
갈수록 커져가는 몸집과 달리 수탁사업자 스포츠토토코리아의 재정은 악화 일로다. 코로나19 팬데믹에 이어 최근 전 세계적으로 불어 닥친 경기 침체 여파를 받아 수익률이 크게 감소한 탓이다. 매년 15억원~20억원 대 적자가 나고 있다. 누적 적자는 40억원에 육박했다. 상황이 개선되지 않을 경우 수탁 계약기간(5년) 도합 손해액이 100억원을 훌쩍 넘길 것으로 보인다.
공격 시 메시의 창의적 패스를 기반으로 하는 아르헨티나는 이번 월드컵에서 9득점·5실점을 기록 중이다. 반면 모드리치의 경기운영능력을 기반으로 단단한 팀 조직력을 보이는 크로아티아는 6득점·3실점을 보이고 있다.

재판부는 "범행 경위와 결과에 비춰 볼 때 죄질이 불량하고, 피해자들이 범행 과정에서 상당한 공포심을 느꼈을 것으로 보인다"고 지적했다.
수탁사업자인 STK가 입찰당시 책정한 인건비 예산 99억원에서 37억원이 초과된 금액이다. STK 측은 해당 금액을 자체 조달을 통해 충당했다. 이 과정에서 "차기 입찰에 성공한다면 충분히 손해를 만회할 수 있다"며 주주들을 설득한 것으로 알려졌다.
